What is the T&H Skills Pass?
The sector website describes the Tourism and Hospitality Skills Pass (T&H Skills Pass) as an official verification framework established by the Government of Malta. It says third-country nationals who plan to come to Malta to work in the tourism and hospitality industry must obtain it, in addition to any other certification required by the competent immigration authorities. Its FAQ lists excluded roles (accounts, marketing, HR, stores, cleaners and kitchen porters) as a non-exhaustive list, so check your own occupation and application category with Skills Pass and Identità.
The Skills Pass runs through the Skills Pass portal (skillspass.org.mt), and the Institute of Tourism Studies (ITS Malta) processes applications and provides the training and assessments. The sector website says the verification processes will verify the minimum basic level required to work in the tourism and hospitality industry; it does not describe a vocational qualification such as a chef’s or manager’s diploma.
The process has two phases. Phase 1 is online training and assessment completed through the portal. Phase 2 is a verification interview. The sector process page describes a 30-minute online interview with an assessor; other official pages describe the interview differently (for example in person, or 20 minutes in the Pre-Departure Course guidance), and the sector homepage says an interview may be required. Follow your own booking.
Phase 1 — online knowledge assessment
The official tourism-sector page names Basic Customer Care, the Basic Maltese Tourism Product and at least one occupation assessment. Food safety and workplace safety in this hub are supporting revision; use your assigned occupation materials for full coverage.
Complete the required online training and assessments within the applicable deadline: the sector process page says candidates have 42 days to complete Phase 1. After successful completion and receipt of a Phase 1 Confirmation, candidates are invited to book Phase 2. Official materials do not publish a specific pass mark for Phase 1, and this hub does not claim complete coverage of your assigned modules.
Approach Phase 1 with the same seriousness as Phase 2: the sector process page says the interview asks true-or-false questions about what Phase 1 covered.
Phase 2 — verification interview
The sector process page describes questions about Phase 1, English conversation skills and abilities in your selected occupation, in a 30-minute online interview with an assessor.
The official sector page describes true-or-false questions about Phase 1 and open-ended questions about English conversation and occupation skills. The customer, spillage and food-safety situations in this guide are original rehearsal examples, not a prediction of your questions.
Book through the official portal and read the attendance instructions. The sector page describes video conferencing with attendance at a VFS centre or ITS, depending on the candidate, and other official pages describe in-person attendance. Do not assume you can join from home.
Strategic preparation
Begin with your assigned official materials. Use whichever of this hub’s seven topics helps you understand or practise a relevant principle, and check which occupation skills you still need to study. Do not rush: understand the reasoning behind each principle, not just the definition.
For Phase 2, practice speaking your answers out loud. Many candidates know the material when reading but struggle to express it clearly under interview conditions. Record yourself and listen back.
Before the appointment, check the location, arrival instructions and documents in your official booking confirmation. Arrange travel and ask the provider about any unclear requirement.

Study tips
- Use your assigned modules as the syllabus. Choose a supporting topic here for a point you need to understand or explain more clearly.
- After reading each topic, write down 3 scenario questions someone might ask you about it, then answer them out loud.
- For rehearsal, use clear action sentences such as “I would...” and explain your reason. This is a practice technique, not an official marking rule.
- If summary sheets help you, make one for each topic you choose to study and review them before your appointment.
Common pitfalls
- Treating Phase 1 as a formality and underpreparing for Phase 2 — the sector process page says the interview asks about what Phase 1 covered
- Memorising definitions without understanding how to apply them in a scenario
- Assuming the video interview can be taken from home without checking the booking
- Answering Phase 2 questions with one-word answers instead of full explanations
