Overview
Yes, waiters coming to work in Malta's tourism and hospitality sector need the Skills Pass. Restaurant waiters choose "Commis de Rang" (Food Service Staff). Bar work is a separate option, "Bar Waiter" (Bar Staff). If you do both, ask Skills Pass which one to choose.
Choose your occupation
You choose your occupation after you pass the two courses everyone takes. The options are Luggage Porter, Receptionist, Bar Waiter, Commis Chef, Commis de Rang and “Other”.

What the assessment covers
Phase 1 is online: Basic Customer Care, Basic Maltese Tourism Product, then your occupation test. Phase 2 is an interview. It checks your English and how you do your job: you are given a work situation and asked how you would handle it.

For your employer
Your employer must check that you have both certificates (the Pre-Departure Course and the Skills Pass) before applying for your Single Permit. If you already hold a valid Maltese work permit, you are exempt for now; ask Identità how long that lasts.

Common questions
Commis de Rang or Bar Waiter — which should I choose?
Commis de Rang is the food service option. Bar Waiter is the bar option. There is no official rule for jobs that mix both. Describe your duties to info@skillspass.org.mt and ask which to choose before you register.
Does the Skills Pass for a waiter cover all levels, including senior waiters or head waiters?
The official list only names Commis de Rang (Food Service Staff). It does not say where senior or head waiters fit. Email info@skillspass.org.mt with your duties and ask which option to choose.
What does the Phase 2 interview cover for a waiter?
The interview checks your English and your skills in your occupation. You are given a work situation and asked how you would handle it. The waiter questions are not published. Practise explaining guest-service situations from your own work. This is our study tip, not an official syllabus.
Do I need a different Skills Pass if I change from restaurant service to bar service?
No official page says. The two jobs are separate options, but nothing is published about switching, re-testing or a fee for it. Ask Skills Pass, and ask Identità about your permit, before you change jobs.
